That made me splutter too. It's such a Malaysian solution.
Confusing quantity for quality again, people do that a lot.
The reason there are 40,000 lecturers and professors is that your average prof makes 15-30K a month.
The reason there are no writers is that you sell, on the average, 2 books a month (if you're lucky.)
where's all that paper going to come from i wonder...
